Duong Thi Cam Mong, the eldest daughter of Phung Thi Ly has been
hospitalized in a state of serious mental disorder after being detained
and tortured by Long An police for nine days for allegedly “disturbing
social order.”
"Mong is physically and psychologically traumatized. Her mood is not
normal. She is so panic when hearing the word ‘police’ that she twitches
her body and cries with fear,” said Tran Ngoc Anh, a representative of
“Oppressed Petitioners Solidarity Movement.”
Terrorized by police
Earlier, at noon on April 30, 2015, police used force to evict the
family of Phung Thi Ly in Thanh Hoa, Long An. Three family members,
Duong Thi Cam Mong, Duong Thi Ngoc Chau and Phung Thi Lin, were brutally
oppressed and arrested after making a peaceful protest.
Mong had been detained and mentally terrorized for 9 days as Long An
police wanted to force her to plead guilty of “disturbing social order.”
Because the treatment at the Thanh Hoa Hospital was fruitless, Mong was taken to Saigon for further treatment.
Despite of seeking treatment for
mental disorder as the result of police brutality, Duong Thi Cam Mong is
served with an arrest warrant
Arrest warrant issued while victim seeks treatment
During that time, police continued to terrorize her family in Long An.
Despite of being informed about Mong’s hospitalization, police demanded
her to turn herself in or to face an arrest warrant.
On May 23, 2015, police served an arrest warrant, charging Mong of
allegedly "disturbing social order" under Article 245 of the penal code.
Learning of her arrest warrant, Mong’s illness has become worsened. She
usually expresses panic, shouts and shows signs of craziness.
Mong was born in 1981 and has two small children from 3 to 4 years of age.
Forcing victims to a dead-end life
"Certainly, because [police] cannot intimidate the victim of
injustice Phung Thi Ly in prison they now terrorize her family members
and relatives at home; and the victim who suffers most is Duong Thi Cam
Mong," said Tran Ngoc Anh in her urgent plea to the public.
On April 14, 2015, Ly was brutally beaten and arrested while making
video clips of the forced eviction against the family of Nguyen Trung
Can and Mai Thi Kim Huong.
Then, police made a rampage on a nearby property that belongs to Ly; the
action is to retaliate against her activities in the “Oppressed
Petitioners Solidarity Movement.”
The communist regime has rapidly forced Ly’s entire family to a dead-end life.
Destroying home, confiscating land, arresting the mother and terrorizing
the child to make her suffer mental disorder are heartless actions that
the communist police inflict terribly on this family.
