Liverpool mayor Ned Mannoun said the Vietnamese refugees undertook perilous journeys to fight for a better life.
"This exhibition portrays the conditions that the Vietnamese refugees endured, but it also shows the prevailing human spirit and a commitment to making life ordinary by building schools and hospitals when their situation was anything but ordinary," he said.
"More than 5000 Vietnamese people have chosen Liverpool as their home and more than 7000 people in our community identify themselves as having Vietnamese heritage.
"Liverpool City is proud to be a Refugee Welcome Zone, which celebrates diversity and acknowledges the importance of upholding the human rights of refugees."
The exhibition features images of refugees making their escape on small fishing boats which often had to be rescued.
Visitors will also see how refugees were prepared for their onward journeys from the camps. They can also reflect on the number of people who tragically died in the camps and while trying to escape.

AN intimate photographic exhibition telling the story of Vietnamese boat people will open tomorrow at Liverpool Library.
The Australian National Maritime Museum's Escape to Vietnam exhibition features 14 images.Liverpool mayor Ned Mannoun said the Vietnamese refugees undertook perilous journeys to fight for a better life.
